[Lispweb] RFC2109 - part 2

Hello Everyone,

Implemented parsing cookies today. I now parse both RFC2109 and
old Netscape-style cookies (which seem to be the more prevalent).

There's also a cookie-struct for those who are into that sort of thing.

I hope to tie this into araneida soon.

Oh, and split-sequence is now required. Guess I'm getting that much
closer to having to ASDF-ify it.
