The whole book is under the Creative Commons license.  You could  
bundle it with your software, translate it, or even sell printed  
copies on the street corner if you wanted to... just as long as you  
give credit to the original authors.  So there's nothing either the  
authors nor O'Reilly could do to prevent you from making a new  
translation.

That said, yes, of course it would be nice to have another  
translation.  Whatever German translation was commissioned by  
O'Reilly is out of our hands -- from our point of view, it may as  
well not exist, something only to be found in bookstores.  So yes, it  
would be nice to have a free German translation on the website.  We  
already have several other languages going!
