I agree that that is unclear.
It is a direct transcription of 'svn help delete' output, so it might be
best to propose to dev at subversion.tigris.org that it be re-written.

Well, it's not impossible, but I really don't see any point in using
tickets for simple questions. That seems like a unnecessary complexity
to me.
