Thank you very much for pro-actively giving attention to that. We would,
indeed, prefer to minimize the number of accounts which absolutely never
get used.

You are most welcome to make updates to the COMMITTERS file, but in the
case of additions or removals, it's usually more convenient for the
person editing the user database to make the changes to COMMITTERS at
the same time.
