I think it would be very unwise to base off 1.1 at this point.

Not only is 1.2 almost ready, but 1.1 falls before we changed all the
section ids from a numerical to a symbolic scheme, adding an extra
complexity to porting forward a translation.

The pt_BR team are working off trunk (intending, I believe, to fix on
1.2-final once ready), using the status info I've been working on at
http://svnbook.red-bean.com/trac/ to focus on translating the bits of
the book that are already 1.2-ready. The it team could do the same.
