I didn't add a "wc lib" section because there isn't a "client lib"
section.  There's a "Client Layer" section, which does talk about
working copy management.  But I *did* move the "Inside the WC Admin
Area" section to just between the exposition of the layers and the code
samples (which are now last in the chapter).
