[PATCH] Improve SASL description (mostly for Windows users)

Hi folks,

This patch addresses some issues in the description of server config for SASL.

* Use correct name for the SASL config file (svn.conf, not subversion.conf).
* Clarify what the SASL plugins look like by giving a filename example.
* Need to specify the sasldb path in svn.conf on Windows servers.
* Need to specify the sasldb path in the saslpasswd2 command on Windows servers.
* Note that the Windows server installer from CollabNet includes
precompiled SASL utilities.
