[PATCH] Clarify lookup order in authz files

This is currently an implementation detail in libsvn_repos/authz.c
authz_get_path_access(), but it seems stable:

* en/book/ch06-server-configuration.xml
    Document that [repos-name:/path] is preferred to [/path].
