Problem of Chinese pdf build

All Chinese characters in Chinese svn-book.pdf are displayed as '#', you
can see that from [1]. To resolve this issue, I have to add some font
and related files for Chinese characters. Among these files, the
most difficult part for me is modifying fop configuration file (typically,
located in /etc/fop/fop.xconf, or somewhere user defined), because I have
no right to modify it, or set FOP_CFG environment variable in build host.

Do you have any method that I can use to override fop configuration?
