I could find no reference to this in https://svnbook.red-bean.com/en/1.7/svn.advanced.externals.html

I was able to source this behavior to the source code: https://svn.apache.org/repos/asf/subversion/trunk/subversion/svn/svn.c
`Lines starting with a '#' character are ignored.\n"`

Adding this to the documentation would help clarify the behavior.
