Just a couple of small comments:

I don't understand the interest in supporting Chess.  Computer chess already
has a set of file formats that are popular.  I doubt they would be intersted
in another one.  Othello might be a better example...

For the rules, you might want to distinguish between different versions
of the rules.  Both Japanese and Chinese rules have had several variants.
But perhaps having the date of the game is enough. People will understand that
the rules as of that date were bening used.
