There has been discussion of integrating a package system; I think Tom
Tromey's ELPA (http://tromey.com/elpa/) has been most recently proposed.

It being emacs-devel@, the discussions are expected to reach a
conclusion sometime around the next arrival of Halley's Comet.  No,
sorry, I meant the one after that.
