Subversion 1.7 introduces (finally) a first-class 'svn relocate'  
subcommand.  That should be the recommended relocation approach.

Also of interest is that the relocation logic in 1.7 restricts the process  
to "the whole working copy" -- you can't relocate just a subtree thereof.   
This differs from 1.6 and prior, where you could relocate subtrees (but not  
individual files, IIRC).
