* Issue:

The script "svn_load_dirs.pl" no longer exist in SVN distribution.

* Solution:

I believe it has been replaced by "contrib/client-side/svn-merge-vendor.py"  
(see comment in  
http://svn.apache.org/repos/asf/subversion/trunk/contrib/client-side/svn-merge-vendor.py).

Providing some tips concerning where to download/find this script would  
also be useful (that is, in contrib/client-side/ of SVN distribution).
