A English syntax error in section title

I'm not liking the term "incapable".  "Naive"?

And technically, this isn't just about blocking commits of merges -- the
server just isn't that smart.  Still, while the result is to block *all*
commits, the goal is to block merge commits.  So maybe "Preventing Naive
Clients from Committing Merges"?
